I dont think a wildflower garden should ever be cut back and certainly not in October when the seeds are available in the grasses and plants.
If it is done at all then I should cut it in March to stimulate growth.
I think it has to do with whether you want spring flowers or summer flowers.
If you want to see lots of wild flowers then you will probably have to control the strong weeds like thistles and docks. Cut them down before they seed. Unless you want a field of thistles which could be lovely but remember “one years seed means seven years weed”

I would not cut back wildflowers. They are just that: wild. So let them go to seed and more will arrive next year.
After it goes to seed and becomes unsightly.
